Antique 16" Early 1900s Wood Composition Baby Doll Railroad Conductor outfit hat

I believe this doll is from the early 1900s. I am not sure the exact date or maker of the doll. It comes with a railroad Conductor outfit and hat. The doll is in rough shape. Most paint had faded, extremities are worn down in stead. Outfit could use a good cleaning, but I did not want to chance damaging the outfit as I'm no expert in this category.
